How to build a magic system in sci-fi: pick a mechanism, give it one hard limit, decide what it consumes, who is locked out, and what breaks when it fails.

Readers will accept almost any mechanism you invent. Faster-than-light thought, prescience, uploaded minds, gravity you can push around with your hands. What they will not accept is a mechanism nobody pays for.
In fantasy the bill usually lands on a person, which is why a hard magic system tends to price things in blood or memory or years. In sci-fi the bill is almost always infrastructural, because somebody had to build the thing, power it, and keep it running.
That difference is the whole job. Your mechanism needs a power budget, a supply chain, a maintenance failure mode, and a class of people who cannot afford access.
This guide walks the build in order. Each decision narrows the next one, so by the time you reach the failure mode you are not inventing anymore, you are just reading off what your earlier choices already committed you to.
Step 1: Pick the Mechanism and State Its One Hard Limit
Start with one mechanism and one hard limit. Not a taxonomy, not five schools, one thing that works and one wall it cannot get past.
The limit is doing more work than the mechanism. Le Guin's ansible is almost embarrassingly simple, a box that sends a message anywhere instantly, and the whole point is that the message is all you get.
No ships, no cargo, no rescue. That single restriction keeps her worlds enormous instead of convenient, because help can always be told and never sent.
Dune's prescience runs the same way. Navigators can see a safe path through folded space and cannot see through other prescients, so the ceiling on the power is other people who have it.
A reader tests your limit within about two chapters. Give them one they can hold.
Examples
- Le Guin's ansible transmits information instantly across any distance, but only information, so the Ekumen can coordinate across light-years while physical travel still takes decades
- Dune's Guild Navigators use prescience to fold space safely, and the limit is that prescience cannot see through another prescient mind
- Asimov's psychohistory predicts the behavior of populations and fails on individuals, which is why one mutant named the Mule breaks the entire Seldon Plan
Tips
- Write your mechanism as one sentence a character could say out loud, then write its single hard limit as a second sentence
- Make the limit a boundary on capability, not a warning label. What it cannot do beats what it should not do
- Pick a limit your plot will actually run into, because a limit the story never hits is decoration
- Resist adding a second exception in draft one. Every exception halves how much the first limit is worth
Step 2: Decide What It Consumes and Where That Comes From
Now decide what your mechanism eats and where that comes from. The limit you just wrote tells you what kind of scarcity makes sense.
This is the step most drafts skip. Powers get costs assigned to them like a fee, some vague drain on the user, when the interesting version is a chain of people and places that had to cooperate to make one use possible.
Spice only comes from Arrakis. It has to be harvested off open sand, in weather, with worms in it, by crews who die doing it.
So the mechanism is prescience but the actual story is a supply line, and everyone from the Emperor down is standing on one planet's worth of it.
When you know the input, you know the chokepoint. When you know the chokepoint, you know who really holds power in your setting, and it usually is not the person with the ability.
Examples
- Dune's melange exists on exactly one planet, so a spice harvester crew, a Guild Navigator, and an Emperor are all links in the same fragile chain
- Banks' Culture runs on effectively unlimited energy and Mind-level computation, and the consequence is that scarcity stops being the constraint and meaning becomes the constraint instead
- Asimov's psychohistory consumes population size, needing a galaxy of people large enough that no individual can perturb the model and unaware enough that they do not react to it
Tips
- Name the actual input. Not energy, but a substance, a computation budget, a mined material, or a maintained machine
- Draw the supply chain backwards from the user to the source and mark every party who touches it
- Decide whether the input is renewable, finite, or manufactured, because that sets your long-term political weather
- Find the chokepoint. One place in that chain where a small group could shut everyone else off
Step 3: Decide Who Can Afford It and Who Is Locked Out
Scarcity plus a chokepoint produces a class structure. That happens whether you design it or not, so you may as well design it.
Gibson understood this better than almost anyone. In his work the mechanism is network access and the limit is ICE, defensive software that will hurt you, and what falls out of that is a world where the people with legitimate access sit inside corporations and everyone else is a specialist criminal renting time on gear they cannot afford to own.
Access is the class system. The skill is almost secondary.
Niven pushed the same logic the other direction. Make teleportation cheap and universal and you do not get utopia, you get flash crowds, thousands of people converging on a disaster in minutes because they can.
Decide who is locked out and what they do about it. That group is where your story usually lives.
Examples
- Gibson's cyberspace gates access behind ICE and expensive hardware, so corporations hold the legitimate entrances and console cowboys work the edges
- Niven's cheap teleport booths remove distance as a cost and produce flash crowds, where anything newsworthy instantly draws a mob nobody planned for
- Dune's Spacing Guild holds a monopoly on interstellar travel, which means every House, religion, and rebellion negotiates with the same middleman
Tips
- Write the price of one use in whatever currency your world uses, then write what a working person earns in a year
- Decide who was there first. Inherited access produces a very different society than licensed or purchased access
- Give the locked-out group a workaround, because people always build one, and it will be cheaper, illegal, and worse for them
- Ask what the gatekeepers tell themselves. Nobody running an access regime believes they are the villain
Step 4: Decide What Breaks When It Fails and Who Pays
Last decision, and it is the one that pays off all three before it. What breaks, and who is standing there.
A mechanism with no failure mode is a tool. A mechanism that can fail is a threat that hangs over everyone who depends on it, and dependence is exactly what you built in the previous three steps.
Cut the spice supply and it is not one ship that stops, it is every ship, every empire, every prescient who now goes blind. Frank Herbert only gets to say "the spice must flow" as a threat because he did the supply chain work first.
Failure also sorts your cast honestly. The people with reserves ride it out and the people locked out do not.
The worst version of this is a system that fails dramatically and costs nobody anything. Make the outage land on someone the reader already knows.

- Dune's Guild goes blind without melange, so a single interruption at Arrakis freezes interstellar travel for an entire civilization
- The Mule's arrival breaks psychohistory precisely where Seldon said it was weakest, and the Foundation spends generations recovering from one unmodeled individual
- Le Guin's ansible fails by being the only thing that crosses the distance, so a colony can broadcast its own destruction and know that no help will arrive in time
Tips
- Write the failure mode as a maintenance problem first. Something wears out, runs low, or drifts out of calibration
- Put a specific person in the room when it fails, ideally one of the people locked out in step three
- Decide how long the recovery takes, because a five-minute outage and a five-year outage produce different books
- Check that the failure hurts the powerful too, or your setting has no tension in it
Step 5: Pressure-Test the Chain Before You Write
Run the chain once more before you write. Mechanism, limit, input, chokepoint, who is locked out, what breaks.
If any link does not follow from the one before it, that is where the system will feel arbitrary to a reader, even if they cannot say why. Usually the culprit is a capability you added because a scene needed it. Cut it or pay for it properly.
Don't get me wrong, some real science underneath helps. Grounding a mechanism in thermodynamics or genetics or computation buys you credibility cheaply.
But the physics is not the thing readers believe. Cost is.
Get the chain right and you can explain almost nothing about how the thing works. Readers will fill it in themselves, because they can see who pays.

- Asimov never explains the mathematics of psychohistory, and it holds up because the Seldon Plan's limits and failures are dramatized instead of described
- Le Guin gives the ansible no working principle at all, and the constraint on what it can carry does all the persuasive work
- Gibson's ICE is never really specified as software, but the injuries it causes and the money it protects make its function obvious
Tips
- Reread your four decisions in order and confirm each one forced the next rather than sitting beside it
- Delete any capability that does not appear in the limit, the supply chain, the access map, or the failure mode
- Show the system through someone who uses it as a job, not through an expert who explains it
- Keep the technical vocabulary small. Two or three coined terms used consistently beat a glossary
